After skin resistance is overcome, the human body has around a kilo-ohm of resistance (from poor memory, and I'm too lazy to look it up). Power equals I^R, so that's around 200^2 x 1000 = 40 megawatts.
The 200 amps only flows through a very low resistance circuit, like the welding wire and air heated to a plasma state.
[ Edit: and with E = I.R, it would take around 200 x 1000 = 200 kV to force 200 A through a human body. ]
