Yes they can be towed and in order to have regen the key would have to be on etc but yes they technically could be recharged by towing, not the nicest way to treat a tow strap (or tow vehicle for that matter) but a little regen might help keep it tight all the time some it's probably slightly beneficial. (unless the battery becomes full and regen turns off)
That being said you are only meant to flat tow with a rigid bar, its illegal to use a rope/strap

I realise the Q is in the Hyundai forum. However FYI, the Renault Zoe can only be towed if the battery is flat. Else it must be flatbedded or towed front wheels up. Information in the user handbook. So, not all vehicles will be the same.
