what is this?

ok i have a power-board (dubble 10AMP GPO on a junction box thing)that i have been using for easily 15 years now

the guy that gave it to me is / was a family friend and i thing a EE or something along thos lines one day i mentioned that my home stereo system would have a high pitched squeal in it from time to time and he gave me the unit telling me to plug in all my sound gear in to it

it worked fantastically and up until a week ago never gave me a problem

but when i turned one of the switches on it off for the first time in over a year it tripped the earth leakage in the power box out side so i reset everything and did it again and it tripped again

so i opened it up and found this what is it and what dose it do

the power cord comes in from the right on the board and out on the left and to the GPO

It's an LC filter. The yellow things are MOVs (voltage spike limiters). The 10nf are capacitors. Either a MOV or cap is faulty.
