They should have stuck a bigger sound system in the car and not worry about the rest of that crap.
Hearing impared people manager to cope.
If they made eV's silent people will just have to adjust to the fact that a road is likely to have a car on it and they should look rather assume it's empty if they hear nothing.
You know like they teach kids in school - look left, look right etc

Wont matter what sound it makes as people will be listening to music in their earbuds way too loud while gazing at their phone screen for their latest facebook friend updates.
