My 20 yo grandson Naively purchased what is technically a 50 Kmph Moped from China, In brief, it is a Hanbird M7 (a great looking Electric Motorbike). Details of the bike can be found here:

He did not have any import licence so the bike is in Bond Storage costing a small fortune
The supplier is most unresponsive and he unable to return the bike to the supplier
We can not re-export the bike as it has aBattery, which is classed as "dangerous goods' and needs a Material data Sheet on which the supplier will not respond
As the bike is in bond store, he is unable to access the bike to remove the battery
There could be other prohibited material such as asbestos in the brake pads which again the supplier is unresponsive.
Destruction is one option, but that costs about the same as the annual budget of a small pacific nation
Given the Political Correct statements made by governments, one would think that the import of Green Vehicles might be better supported. I suspect that the emissions/passanger/km from a 2 stroke moped rate amongst the highest?
One thought (which I have not explored) is the option to pay a Bond/Guarantee on the basis of having an appropriately qualified Auto Engineer provide an ADR certification (with mods if needed)?
Advice from anyone with experience in this matter would be appreciated

The last option is also quite expensive, but worthwhile if he plans to bring lots in and sell them. He won't be able to register it until that work is done though

I suggest you secure the services of a customs agent. They must hit this problem often.

I think Johnny has the right idea, customs agents know all the ins and outs. If however you are clutching at straws, there is allowance in the act for importing vehicles for the purpose of racing/support vehicles that cannot be registered or driven/ridden on the road. So what possible racing events could you enter, Chris might have some idea, but I don't know if the Dust Hustle races would count http://dusthustle.com/. This option would be a really long shot.

Yeah so long as you can prove you weren't going to ride it on the road you might have a chance. But you'll definitely need a customs broker.

Get a letter from a museum and get it in on the Exhibition Vehicles Option.

Get the minister in your back pocket to sign off the import using the Discretionary Approvals option.

Get department of affairs to sign it off under the Non-Road Vehicle Option.
Pretty much in all cases this is done some time before import - not while customs are deciding who takes it home for xmas.
