I'd argue they are more like a conventional series hybrid. It's not an EV unless you can plug it in and charge it from renewable electricity. Can the HFCV be charged at home? If they increased the size of the buffer battery and treated it like a PHEV then maybe.

Well the prius is here is so I don't see why not.
But TBH a car that has no refuelling infrastructure...
The car manufacturers like it because it's a system that fits the old model.
The "fuel" no longer becomes their problem.
