It's not quite that bad. The energy in a capacitor is proportional to the
square of the voltage. 44²/54² = 66%, so they would only be using 34% of the capacity. But yes, if there is no DC-DC then it is
less plausible, by a factor of 3.
Everything we've seen and been told so far, points to them
not being supercapacitors, and makes them
more likely to be lithium-ion battery cells.
