There has to be a way to get it out of park without power (and therefore not Ready), or else it becomes too difficult to move if you fully run out of charge. Once last year I ran out of charge late at night and decided to wait until morning to get a tow, so I pushed it into a nearby carpark. Even making it so that it can't leave park while plugged in wouldn't work, because if there is a software or hardware issue that causes the car to think it is plugged in when it is not, then you couldn't roll it easily to get it to someone who knows how to repair it.
