There has to be a way to get it out of park without power (and therefore not Ready), or else it becomes too difficult to move if you fully run out of charge. Once last year I ran out of charge late at night and decided to wait until morning to get a tow, so I pushed it into a nearby carpark. The next morning I was able to put it from park into neutral so it could be rolled into position for the truck.
Even making it so that it can't leave park while plugged in wouldn't work, because if there is a software or hardware issue that causes the car to think it is plugged in when it is not, then you couldn't roll it easily to get it to someone who knows how to repair it.

In ICE cars you have to pull off a panel and stick a screwdriver in the hole to release it from park without power. A similar setup could work for EV for those rare emergency cases.

On my 2011 imiev.
If key is in acc position, I can press the foot brake and then change out from park, else gearshift is locked in park

2011 will not go info Ready mode unless Imiev is in park with plug out

2011 will not go into ready mode if plug (powered or not) is in

Has your 2011 the keyless entry and keyless start knob like the 2010 or the physical key like the 2012? Has it the inbuilt navigator or just a car radio?
I also wonder if it already has the LEV50 N cells like the 2012.

2011+ imievs went back to key method.

Had original rubbish sat nav . I’ve upgraded to AVN 827 GA thanks to reecho.
New sat nav is the reason I’m keeping the Imiev for now.

Has LEV 50 N since I changed the pack in December

Didn’t know that the 2012 has LEV 50 N cells.

Didn’t know that the 2012 has LEV 50 N cells.
The only reason I believe the 2012 has the "N" cells is because I read articles telling that Yuasa had a lot of complaints with the LEV50s and made improvements that supposedly were used for the 2012 iMiEVs.
