If the motion proposed do succeeded there will no need to form a branch at all we would be members of the NSW branch. there is no definition of regional group in the constitution and no constitutional changes are proposed.
So if it succeeded we don't need to form an executive or take meeting minutes,as Newcastle would not be a legal entity and not required to proceed it's operations under ASIC. we would just be NSW branch members who meet up do our thing and vote as ordinary members of the NSW branch.
so the answer to the first question of what would it take if the proposal goes through the answer is very little. if it doesn't we have to do all the paper work.
