Running PTC heater core under voltage range

My knowledge of PTC heater cores is limited, but from what I can gather they're really just a big resistor.

I'm curious to know, what sort of issues would / could there be when running a PTC heater core under the specified voltage.

For example, running a heater core rated between 200-400v DC at ~100v. Would it just be less efficient or would there be other problems?

no issues, would just put out less heat

their resistance changes with temp, so it probably won't be as much less as you might expect (ie 1/4 voltage would be 1/16 power if fixed resistance, but more likely would be only 1/4 power due to resistance also dropping)
