When does new NCOP14 come in?

Hi,
Do we know whether the new NCOP14 has been adopted yet or when it is likely to be adopted? My car has been on the road already for over a year so I am OK. However, we have a new member in Canberra who has purchased a car converted some years ago in another state. She has been told by our local motor registry she needs a new engineer's certificate. I am offering to help her with a few issues and one will be getting the car compliant. Obviously it would be preferable as far as practical to comply with the newer standard but will that be required within the next few months?
