Maybe you should have to prove that you have a commercial application for the commercial vehicle before you can register it. That is the case in a lot of European countries.

A lot of the fast chargers I have seen along highways could be accessed when towing if you parked "illegally" on the other side of them. As numbers increase it would not be too difficult to draw some new lines or make some minor changes to the paving etc.
