Yes there is resistance when pedalling without the motor, but in practice you never allow the battery to go flat so there is never a problem. With the Golden Motor the regen braking only comes on momentarily and you have to keep reapplying the brakes for more. At least thats how mine works.

My Magic Pie Golden Motor has a system like this. You press the "cruise control" button and it holds the current throttle setting you have. It's great. Maybe you could get one and adapt it for your build.

Don't waste your time with lead acid batts. A lithium pack is so much lighter and more powerful and will take many more cycles than lead acid. The price is coming down all the time.
